Bneutral is the certification scheme. It does not verify its own projects, does not purchase credits and has no financial interest in the outcome of individual audits. The rules on role separation, conflict-of-interest management and process transparency are written, public and binding.
Three distinct roles: Bneutral sets the methodologies and rules. The Certification Body audits independently. The project developer implements the project and provides data. None of the three may perform another's role, and financial ties between them on individual projects are expressly prohibited.
Before each audit, the assigned Certification Body submits a declaration of absence of conflicts of interest. Mandatory rotation applies after three consecutive cycles on the same project. Violations may result in suspension from the accredited body register and, where warranted, invalidation of the verification.
Monitoring plans for certified projects are public documents. Annual verification reports are downloadable from the registry. Raw monitoring data are available to verifiers and accessible to stakeholders upon reasoned request.
Every methodology carries a public version number, a minimum 60-day public consultation period before adoption and a detailed change log. Revisions are not applied retroactively to projects already certified under the previous version.
Decisions on methodologies, such as adoption, revision, and suspension, are not discretionary: they are made by a multidisciplinary Technical Committee composed of academic researchers, industry experts, and representatives of buyers. Minutes and resolutions are published within 30 days of each meeting.
